Step by Step provides safe, supported accommodation for young people aged 16 to 25 who are facing homelessness or housing instability. This page is for professionals looking to make a referral, and for young people exploring support options.

We understand that navigating different local authority pathways can be complex. Whether you’re a social worker, placement officer or a young person exploring your options, this section outlines how Step by Step’s supported accommodation works — and who can refer where.
We offer two types of supported accommodation, depending on the needs of the young person and the local area:

Our high-intensity supported housing (Foyers) is suitable for young people who need 24/7 staffing, structured support, and a progression pathway to independence.
Supported Lodgings offer a home-based environment, where trained Hosts provide emotional support and guidance alongside accommodation. Young people receive regular support from our Step by Step team.
Referral processes vary depending on the local authority. See the FAQs below for a breakdown of how to refer in each area.
Send an email to the Hampshire Placement Team, stating that you wish to make a referral to Step by Step's Supported Accommodation. If you know the name of the Accommodation (Aldershot, Basingstoke, Havant, New Forest) then please enter this too. They will then send you an online form to complete.
Send an email to the Hampshire Placement Team, stating that you wish to make a referral to Step by Step's Supported Lodgings. If possible state the area (local authority) that would best suit the young person. They will then send you an online form to complete.
Send an email to the Dorset Council placement team.
Send an email to the West Berkshire Family Placement Team.
Send an email to the Children’s Placement Team in Wiltshire.
For young people who are under 18 with legal status send an email referral through to the Children’s Placement Team in Southampton. For other young people send a referral to Young People Referrals.

Move-On placements are available in Basingstoke and Farnborough. Young people must have been living in supported accommodation (with Step by Step or another provider) for at least the past three months. Referrals are made through our Launch Team
